Page 4 in the above document describes what a Precinct is and what the objectives of the Precinct system are.

1. What is a precinct?

1.1. Kiama Municipal Council operates a precinct system for each of these community areas:
south of Kiama, central Kiama and Kiama Downs in the north. Refer Appendix 1 for maps.

1.2. Precincts operate as advisory committees to Council to help the communities in each area bring to Council and other authorities, issues of concern particular to their community,
through formal and information means as described in these guidelines.

1.3. Precincts also provide a platform for residents and ratepayers to be informed in regard to significant development applications, significant projects, integrated planning and other
Council matters that may affect their community.

1.4. Council values the understandings it gains of local community needs and concerns through its precinct system, and is committed to supporting the work they do for their local areas, and therefore encourages all community members of a precinct to be involved in its
deliberations.

2. Objectives of a precinct

2.1. Participation should be representative of residents, property owners, tenants, lessees and business owners within its boundaries and be encouraged across the entire social and
geographical area of a precinct.

2.2. To support a process of two way information exchange between Council staff and the
precinct community, regarding any matters affecting that community, and to provide a
formal mechanism for broader community issues to be raised by a precinct with Council
for action or information.

2.3. To encourage social interaction and cohesion within a precinct’s community by facilitating constructive discussion of any issues which impact the community, consistent with Council’s Community Engagement Plan and the Kiama Community Strategic Plan.

2.4. Precincts offer the community the opportunity to initiate and engage in strategic planning on matters that may impact them.
